The Urban Design Study was created to direct best practices for the design of the public, private and semi-private realm for this specific site within the larger context of the Rossland Garden Secondary Plan, the Town of Whitby, and the Region of Durham. The created plan illustrates a concept that sensitively advances the goal of intensification for the site. Through site analysis formal requirements have been distilled to determine that the site shall achieve the creation of a landmark building at the intersection of the two major roads to announce the entrance into the civic administrative campus of the Town of Whitby, a strong and appropriate street edge along Rossland Road and an appropriate transition from the surrounding built form to ensure an appropriate relationship with the existing neighbourhoods.​
